The community, supported by the  Parish Council, responded to the first of Angle's planning applications for access for up to 70 houses with overwhelming objections.   Unfortunately the application was granted at a hearing on 1 July 2020 and remains a matter of deep regret within the community.

The key considerations against too many dwellings in Headley are:

Green Belt - it is not possible to build the 70 houses or 59 houses on the application site without harming the openness of the Green Belt.  Only a smaller number of dwellings is acceptable otherwise the public's open views of countryside and ancient woodland will be blocked.  Building two storey houses where only single storey garages and buildings existed previously will harm Green Belt as will building over flat car parks or on previously unbuilt areas.  The volumetric considerations of the houses (whether 59 or 70) have yet to be determined and the proposals are objectively too voluminous to be viable.

Sustainability:  Location not suitable for building a high-density housing development - lack of public transport, road infrastructure is narrow and rural, drainage/sewerage limitations.  Inevitable reliance upon motor cars impacts the environment and is against fundamental planning principles designed to protect the environment.  SCC Highways have declared the site as non sustainable from a transport perspective and hence new development must be of a type designed for sustainable living, for example, with adequate working from home facilities and larger gardens.  Otherwise, new residents will end up living in an inaccessible location not conducive to working from home and will have to resort to making car journeys, which will negatively impact highway safety, congestion and the climate.

Density of houses - too many and not in keeping with the rural character

of the surrounding area.  Currently there are only 250 homes in Headley with lots of green, open space between them.  How can adding 70 more or 59 more, in just 11 acres possibly respect the character of the locality?

Use of sites/buildings that were granted planning permission to the MOD personally should be classed as temporary and not be used for commercial development - also a matter of public interest, morally wrong and contrary to community and Councillors' expectations. Discounting MOD buildings would allow only about 35 - 40 houses.

Highways -  the increased safety risks to our horses, pedestrians and cyclists arising from this traffic generating development must be considered.  Winding, narrow and blind country lanes cannot cope with the traffic.  Additional visitor traffic to the new public open space with play equipment brings more cars. More houses bring more traffic and increased risk of death/injury on our roads.

Wildlife and ecology - building fewer houses helps protect our ancient woodland, encourage rare and protected wildlife and enhance biodiversity and we ask that MVDC refuse this application. Larger gardens are necessary to allow for increased buffer zones whilst retaining adequate grden space.

​

New houses must respect the character of the locality - a cramped urban style housing estate of 70 or 59 houses that all look the same with lots of fences, walls, streetlights in small plots with back-to-back gardens and lots of roadways and parked cars and houses overlooking others that are set too close to the road frontage DOES NOT respect our rural village.  ✅Build fewer, beautiful homes.

Breaking the site up into separate elements for separate planning applications prevents the site being considered as a whole which is likely to result in overdevelopment. A master plan across Headley Court is needed to ensure fair assessment of the holistic impact of development at this sensitive site.

Adding 114 units to the 70 houses already approved - 184 is more than 100% of the number the community expects.

The draft Local Plan is gaining weight and should be taken into account. Even though the 90 homes has been increased to 120 homes in the draft local plan the proposals will still far exceed what the site is capable of supporting.
